On April 29, the provincial industrial innovation service complex construction site promotion meeting was held in Taizhou. Che Jun stressed at the meeting that to build a high-level industrial innovation service complex, we should constantly improve the "six degrees".

First, the planning layout should be more scientific, the provincial Party committee and the provincial government should speed up the planning and construction, strengthen the connection with the industrial platform integration, pay attention to the quality and effectiveness of the planning and construction, and constantly improve the timeliness of the complex construction.

Second, the construction mode should be more diversified, adjust measures to local conditions and industry conditions, actively explore the government led promotion, public platform promotion, leading enterprises driven, multi subject cooperation and other modes, and constantly improve the matching degree between the complex and the local reality.

Third, the allocation of elements should be more centralized, integrating a number of innovative elements, sinking a number of innovative resources, introducing a number of innovative carriers, and constantly improving the agglomeration degree of complex innovative resources.

Fourth, the service function should be more personal, adhere to the problem oriented, demand-oriented and effect oriented, focus on solving the difficult problems of enterprise demand, the pain points of industrial upgrading and the blocking points of public service, and constantly improve the tightness of the combination of the complex and the industry.

Fifth, the operation mechanism should be more flexible, further improve the market-oriented operation, multi sectoral linkage, cross regional sharing and other mechanisms, promote innovation institutions to take root in the industry, strengthen the integration function of public services, break the administrative barriers restricting regional innovation, and constantly improve the smoothness of the transformation of scientific and technological achievements.

Sixthly, the ecosystem should be more dynamic, promoting the close linkage of related subjects of the complex and the close collaboration of innovation institutions, and continuously improving the synergy degree of the whole innovation chain. Relevant departments in all localities should strengthen organizational leadership, improve assessment and evaluation, strengthen policy support, and work together to promote the construction of complex, so as to make new contributions to stabilizing enterprises, increasing energy, and ensuring safety in the whole province.

Since the 14th provincial Party Congress put forward the construction of industrial innovation service complex in 2017, "small incision" drives "big industry" and becomes the "fulcrum" to leverage the fission development of modern industrial clusters, our province has built 168 provincial, municipal and county level complexes, including 65 provincial ones.

At present, there are seven construction modes of the complex in our province: government led, leading enterprise led, multi subject collaborative, public platform enhanced, full innovation chain promoted, key link breakthrough and future industry incubation. Taizhou, as the birthplace of China's private economy, the birthplace of stock cooperative economy and the pioneer of market economy, accounts for 99.5% of the total economy, but more than 90% of them are small and medium-sized enterprises.

In view of the difficulties of innovation and transformation of small and medium-sized enterprises, Taizhou implements the innovation driven development strategy, takes the major demand of industrial transformation and upgrading as the guidance, increases the effective supply of industrial innovation, improves the ability of industrial public service, and actively cultivates and constructs the industrial innovation service complex. At present, Taizhou Huangyan molding industry innovation service complex, Jiaojiang Zhima innovation service complex, Linhai modern pharmaceutical and chemical industry, Wenling pump, Yuhuan water heating valve and Sanmen rubber have entered the ranks of provincial industrial innovation service complexes, with a total of 149 innovation service institutions and more than 77900 service enterprises, More than 56 million yuan of innovation vouchers were issued and used to solve 485 problems in the development of enterprises.

This year, 20% of the provincial complex support funds went to Taizhou.

Under the guidance of the ten linkage of "industry university research fund, talent and government introducing the US cloud", around the industrial chain, the innovation chain is deployed, the capital chain is improved, and the industrial design, science and technology finance, achievement transformation and other innovation elements are fully integrated to build the industrial innovation service ecological chain.

Chen Yijun, Secretary of Taizhou Municipal Party committee, said that relying on the construction of the complex, in 2018, there were 163 new national high-tech enterprises in Taizhou, and the added value of Taizhou's high-tech industry increased by 15.1%, ranking first in the province; The proportion of added value of high-tech industry and the growth rate of output value of new products rank the second in the province.
